It's the only one that's rotted away. All the others are fine. I told the local VNF man and all he said was "Ah oui. Les champignons!"

Have you told them about that and asked for a rebate? I can't imagine what timber was used that would rot after such a short time, but it does not sound to be up to the job.

Afraid not. We weren't even warned about the increase. One of the bollards (20cm diameter) has already rotted away, after only 18 months or so btw🙄

How frustrating!.
I can say the link to the document that explains the COT for Sud-Ouest is broken and replaced by the document relating to COA (A=Autorités) so I cannot read the base document and find any information.
The rules seem to have changed in 2019
Do you have any links I can pursue further?

€400 bollards bill was created by Michael How
VNF put some wooden bollards on our stationnement on the Canal du MIDI, last year.
When our annual COT bill arrived, it included an extra €400 or so to pay for them.
However, I’ve been informed that this wasn’t a one off payment.
Looks like it’s payable EVERY year.
Has anyone else had this experience?
