A word of caution to barge and dog owners in France:

I got caught by a French Colonel Blimp on wheels when walking one of our two Golden Retrievers in the fields down by the River Zorn near Waltenheim-sur-Zorn (Canal de la Marne au Rhin- East) in the afternoon the other day, as I have for years now, who informed me self-importantly that all dogs must be kept on the lead at all times. Hadn't I seen the notice in the Mairie? (!) And all the signs in the fields? (The few that there are are at least 30 years old and have long faded into oblivion...). Even they as locals had to obey this golden rule! (Though I note that they rarely do...)
I thanked him profusely for being so kind as to inform me, as a foreign boater passing through his delightful region and regrettably not being wise to their inestimable ways (forbearing to note that I'd been moored locally for the last 4 years) and he let me off with a caution - next time: €120!

Unfortunately, when I queried this with the friendly gendarme who came to collect the port fees in Souffelwyersheim the next day, she confirmed that, yes, dogs must be kept on a lead in almost all of Alsace now. ("The hunting lobby!", she noted with a raised eyebrow and a gallic shrug).

I don't know what the rules are in other regions of France - anyone know more?
