I will answer my own question; PC Navigo has an option, for those that use their major navigation product, to also use a web based "slimmed down" version called Routeplanning -
routeplanner.pcnavigo.com/#/login Note that the product name does not match the web address wording.
Ian McCauley and I have just recently tried to get into Routeplanning with some difficulty. Said our dongle for PCN had expired which was not the case. Something was amiss on their end so if you try this planner you may need to contact PCN so your dongle number can be refreshed. Ian has an older version of PCN but was able to access Routeplanning.
Make sure you have your boat info entered with PCN. This information will be used with the web-based program
Ian also reported this information: I’ve also just come into ownership of an M1 MacBook Air - the most basic model as our workaday computer now and for when we are cruising. I’m pleased to say I’ve managed to get Win 11 up and running and PCN working on this computer as well. Free again, using a test version of M1 version of VMWare Fusion and Microsoft’s developer version of Win 11 for ARM chips. This is a bit trickier than for an Intel Mac and requires carefully following some YouTube videos, but the process is well documented. My M1 MacAir runs Windows 11 faster than almost any Intel laptop. I am going to check out if I can run PCN in navigation mode sometime during this year’s cruise and save me from having to update my very aged Intel laptop (if it even still works). Other than the performance, the other feature is that the Mac laptop screens are much brighter than most PC laptops.
